California uses Medi-Cal for Medicaid. People with brain injury may need several different routes, including the Home and Community-Based Alternatives Waiver, managed-care services, county eligibility help, and the State Hearing process.

The Home and Community-Based Alternatives Waiver page explains how to request an application from the Waiver Agency serving your area. Ask for the current application, assessment steps, and an accessible written copy.
The Medi-Cal waivers page explains that waiver programs can provide additional services to eligible groups and may support home and community living. Eligibility, services, and capacity depend on the individual program.

The exact decision, service, assessment, or accommodation requested.
Every notice, service plan, assessment, email, fax receipt, and call reference number.
The deadline and effective date printed on the notice.
How the decision affects safety, health, communication, mobility, work, or community living.
The name and contact information of every agency, plan, case manager, and representative involved.
Communication support
Ask for plain language, extra processing time during calls, written follow-up, an authorized representative, an interpreter, large print, audio, Braille, or another effective communication method. Put the request in writing when possible and keep a copy.
