Standing for Truth: ABI Resources and David Medeiros’ Public Record of Advocacy

Introduction ABI Resources was born from lived experience and a calling to protect others. Founded by David Medeiros, a survivor of both childhood traumatic brain injury and adult stroke, the organization is more than a provider of Medicaid-funded services. It is a beacon of advocacy, truth, and resilience. This post continues the historical record of ABI Resources’ work to protect consumers, employees, and the ethical foundation of the Medicaid ABI Waiver Program in Connecticut.
A Survivor's Mission (1998 – Present) In 1998, after living with a brain injury for decades, David Medeiros began his professional journey in disability services. Having survived a traumatic brain injury as a child and a stroke later in life, David understood the gaps in care and access within the support systems designed to help. He saw what worked, what didn’t, and what was missing.
When ABI Resources officially launched in the early 2000s, it had one mission: to offer dignity, empowerment, and compliance-focused care for people with life-altering neurological disabilities.
By 2005, ABI Resources had grown its staff and supported over a dozen individuals in their homes and communities across Connecticut.
Between 2010 and 2015, the organization began to encounter systemic irregularities in referral processes and waiver renewals, prompting David to request accountability and documentation.
In 2018, David formally requested the full Medicaid ABI Provider Directory from the Connecticut Department of Social Services (DSS) and received no acknowledgment, even after multiple follow-ups. The information was reportedly shared with other providers but not ABI Resources.
Over the years, David observed systemic issues:
Non-responsiveness to families
Inconsistencies in waiver service coordination
Discrimination against certain providers
Lack of clarity around referrals and approvals
Attempts to isolate and eliminate whistleblowers
He didn’t stay silent.
Filing for Justice: The Whistleblower Path (2020 – 2025) From 2020 onward, David Medeiros began filing formal complaints with:
CHRO (Commission on Human Rights and Opportunities) – First filings began in 2021, with additional updates in 2023 and 2024.
Office for Civil Rights (HHS OCR) – Complaints filed in September 2024.
DOJ Civil Rights Division – Formal report submitted September 2024 (Documented in the Federal_Intervention_HHS_OIG_CMS_GAO_DOJ_OCR_Whistleblower_Report_2024.pdf).
HHS Office of Inspector General (OIG) – Notified in Q3 2024, with additional evidence sent in Q1 2025.
CMS (Centers for Medicare & Medicaid Services) – Submitted fraud concerns and systemic transparency failures in 2024 and early 2025.
Connecticut Department of Banking – Contacted in June 2025 regarding unregulated account denial issues.
National Credit Union Administration (NCUA) – Filed Case #00254192 in June 2025 (later closed without investigation).
FBI Internet Crime Complaint Center (IC3) – Submitted first federal cybercrime report on June 26, 2025.
Additionally, David Medeiros and ABI Resources submitted a series of formal complaints throughout October and November 2023, which were compiled and delivered as a comprehensive package to state agencies and the
Connecticut General Assembly:
October 31, 2023: Formal grievance on discriminatory and unfair Medicaid waiver business practices
November 13, 2023: Complaint on missing ABI Waiver service plans
November 15, 2023: Complaint on concealment of Medicaid Provider Directory
November 16, 2023: Dual filings regarding unauthorized care management and unethical financial practices
November 20, 2023: Complaint on unethical rental arrangements in Medicaid housing programs
November 21, 2023: Full “Comprehensive Grievance Report and Request for Clarity” formally submitted to:
Connecticut General Assembly (all members)
DSS, CHRO, AG’s Office, OPM, Office of the Healthcare Advocate
Every report, email, and FOIA request became part of a living archive
When Retaliation Struck (May 2024) Following a public forum hosted in May 2024 about the Medicaid ABI Waiver, David Medeiros respectfully requested ADA accommodations so that he could participate with clarity. Instead, he was interrupted by officials, mischaracterized, and publicly denied his right to speak.
The parties involved were both state-funded and federally funded entities. Neither accepted accountability.
This incident triggered the active CHRO legal case: Medeiros v. DCP and BIAC (Filed June 2024).
This moment became a turning point. ABI Resources began publishing its complaints publicly to ensure that truth was not buried.
Documenting the System (2021 – 2025) By 2024, ABI Resources had compiled:
Over 100 FOIA requests to DSS, DCP, DPH, and allied agencies
Over 10 active whistleblower reports
Evidence of referral manipulation and provider blacklisting
Over a dozen legal communications regarding billing discrepancies
In January 2025, David filed a whistleblower complaint with the U.S. Office of Special Counsel, submitted as OSC Filing-MedeirosDavid-DI-11252024342_11272024158_11282024737_12022024333_12.pdf.
